The RA Human Rights Defender Arman Tatoyan participated in the Conference dedicated to the activities of the National Preventive Mechanisms, organized in the capital of Denmark, Copenhagen by the International Ombudsman Institute and the Association for the Prevention of Torture. Representatives from different countries attended the event that was organized with the support of the Office of the Danish Parliamentary Ombudsman.
The ways of improving NPM activities and challenges were discussed during the Conference. It was also discussed how to improve the work and contribute to the implementation of NPM’s recommendations.
During the event, Arman Tatoyan presented the 10-year old history of Armenian NPM, particularly underlining the fundamental amendments since 2016. New working methods and principles were presented (third party intervention in a case before the ECtHR, special submission to the CoE Committee of Ministers, etc.).
During the event, those fundamental amendments of the Human Rights Defender as National Preventive Mechanism that were conducted in the last two years were particularly emphasized. In this regard, the experience of the Human Rights Defender of Armenia was qualified as an Institution that undertook one of the quickest fundamental reforms in the whole world.
The Secretary General of the International Ombudsman Institute Günther Kräuter underlined that the Human Rights Defender of Armenia sets international best practice with its activities. The methods of these activities were highly appreciated. The representative of the Association for the Prevention of Torture Ben Buckland mentioned that the experience of the Human Rights Defender could be implemented in other countries during reforms. The Head of the European Regional Team of the Subcommittee on Prevention of Torture Mari Amos highly valued the reforms as well.
