The Human Rights Defender made a recommendation on elimination of violations of human rights and freedoms. It refers to the transfer of a person sentenced to a life imprisonment to a penitentiary institution close to the place where his family members live.
In the decision on violation the Human Rights Defender raised the issue of reviewing the solitary confinement of prisoners sentenced to life imprisonment referring to international principle on prohibition of separation of persons sentenced to life or long-term imprisonment (non-segregation principle).
A package of legislative amendments has been drafted at the Human Rights Defender's Office which recommends to consider the communication with relatives as basis for prisoners transfer to another penitentiary institution.
