Yurik Broyan will undergo double military expertise: The Defender visited to the serviceman

The Defender had a private interview with the serviceman, during which the latter did not present any complaint regarding detention conditions, no case of ill-treatment was recorded.

 

Within the visit, the Defender discussed the issues of direct medical supervision and ensuring medical privacy with respect to Yurik Broyan.

 

During the interview, as well as from the clarifications received from the Military Police, it was established that the medication which was brought by Yurik Broyan was not provided to him because of the absence of relevant medical instruction.

 

After receiving this information, the Human Rights Defender’s representative immediately contacted the serviceman’s mother. She was informed about the situation and expressed her readiness to provide the relevant medical instruction to the Military Police.

 

In addition, the Military Medical Department of the Ministry of Defense informed the Office of the Human Rights Defender that Yurik Broyan was provided with a referral to double medical expertise at the Military Medical Commission.

 

The Office of the Human Rights Defender will continue to keep in touch with the Military Police, Yurik Broyan’s advocate and mother.

 

In this connection, it should be highlighted, that from the perspective of ensuring the rights of citizens liable for conscription and servicemen, the Human Rights Defender considers the draft on amendments to the relevant Government Decision prepared jointly with the Ministry of Defense very important, which is aimed at regulating the issues in the field, as well as at excluding conscription of the citizens who have health issues incompatible with military service.

 

The Defender, accompanied by the Chief of Military Police Arthur Baghsasaryan, visited to the 5th Disciplinary Garrison, Receiving-Allocating Unit and military disciplinary cell, had private interviews with servicemen and examined their detention conditions.

 

The medical records on the servicemen’s health condition and medical assistance were examined. The recorded issues were discussed with the Chief of the Military Police.
