On June 28, after the Government session, a group of citizens referred to the Human Rights Defender Arman Tatoyan raising a question on the protection of the rights of their relatives who are in places of deprivation of liberty. On the same day, representatives of the Defender’s Office paid an unannounced visit to Armavir Penitentiary Institution.
The main part of the complaints raised by citizens who referred to the Defender as well as the ones raised by persons deprived of liberty related to the existing issues in the system of early conditional release.
During the visit, private interviews were held with other persons deprived of liberty as well. Their detention conditions, the state of protection of their rights and compliance with the established requirements were examined.
A number of issues which were recorded during the visit, including issues related to changing of a detainee’s cell, verifying the power of attorney provided by a detainee, providing proper medical assistance, were discussed with the administration of the Penitentiary Institution and were resolved on the spot.
The remaining issues raised during the visit will be discussed in a written procedure.
