Since July 28, 2016 regular visits to Prison Hospital Penitentiary Institution of RA Ministry of Justice are conducted by the direct supervision of the RA Human Rights Defender. The monitoring of the conditions of detention facilities, the conditions of securing the rights and the organization of the medical treatment of the detainees received gunshot wounds at the area of the Police Patrol Service Regiment is still in process.
In the framework of the visits made on a constant basis private conversations took place with Sedrak Nazaryan, Tatul Tamrazyan, Armen Lambaryan, Ashot Petrosyan, Hovhannes Harutyunyan, as well as Pavel and Aram Manukyans. Detailed examinations were conducted.
On August 19, 2016 written statements were sent to the RA Ministry of Justice, based on the received complaints on transferring several of the detainees to medical institutions with the aim of arranging their medical treatment.
On August 22, 2016 during the regular visit of the lawyer and doctor-specialist of Department for Torture and Ill-Treatment at the Defender’s Office to the Prison Hospital Penitentiary Institution it was revealed that the twenty-four-hour duty rendered by the specialists sent to the Penitentiary Institution from Erebuni Medical Center for ensuring their medical treatment was ceased.
As prescribed by RA Law on the Human Rights Defender a discussion procedure was initiated concerning the question of ceasing the medical treatment and its further arrangement. Respective written clarifications will be required from the Ministry of Justice and the Ministry of Healthcare.
