The Defender’s legal standards on shortcomings of the system of early conditional release

The Human Rights Defender published legal standards on the system of early conditional release. In particular, statistics with regard to this system’s activities for the period between July 1 and December 31, 2017, have been analyzed, as well as practical and legislative issues have been revealed in the field. The results show that shortcomings remain in the early conditional release system, which negatively reflects on the protection of the rights of persons deprived of liberty.

The Human Rights Defender presented concrete recommendations aimed at introducing amendments into the field. These recommendations have also been presented in the 2017 Annual Report on the Activity of the Human Rights Defender as National Preventive Mechanism.
