Based on the events that occurred in Yerevan from July 17 to 31, criminal cases were instituted and are being investigated in preliminary investigation bodies. In this regard, we reaffirm our position on the necessity of ensuring comprehensive, complete and objective investigation in conditions of maximum possible transparency and accountability. Moreover, the investigation must be effectuated as to ensure the reasonable predictability of the outcome of these proceedings. The efficiency and public confidence in investigation of these cases can be ensured only if the proceedings are conducted in compliance with these principles.
In this regard, taking into consideration great public interest in the criminal case against the armed group, we attach importance to passing the investigation of the case, by the intermediary of the National Security Service, to the Special Investigation Service of Armenia. This is specifically important with the view of securing impartial and comprehensive investigation, as well as dispersing any doubts in this regard.
The Human Rights Defender of the Republic of Armenia, , will demonstrate within his power the necessary consistency for the effective implementation of the mentioned-above standards.
