Based on the calls and complaints addressed to the Human Rights Defender, an unannounced visit was made to Prison Hospital penitentiary institution.
Some of the convicts claimed that judicial acts against them are the result of subjective and unilateral investigation. In this regard, the scope of the Defender’s powers, including the prohibition on the Defender’s intervention in judicial proceedings was clarified. The representatives also presented the procedure for judicial review, the opportunity to apply for free legal aid and etc.
Problems were also raised with regard to the procedure of early conditional release.
During the private interviews, persons deprived of liberty raised their concerns about their health issues and the provided medical care. The documents relating to their health conditions were examined, as well as their detention conditions, the state of human rights protection and its compliance with the requirements were checked.
Based on the results of the visit, respective measures within the Defender’s mandate will be taken to solve the recorded issues.
