A training on enhancing follow-up of the Defender’s recommendations

On April 13 and 14, upon the initiative of the Human Rights Defender, a two-day training with an aim to enhance the follow-up process to the implementation of recommendations made in the capacity of National Preventive Mechanism took place. The training also built the capacity of Defender’s staff members in this field.

In his speech, the Human Rights Defender Dr. Arman Tatoyan highlighted the importance of such formatted discussions, as well as the importance of the follow-up process to recommendations in preventing torture and other forms of ill-treatment.

The training was organized within the framework of the EU project entitled “Promotion and Protection of Human Rights in Armenia” and with the assistance of UNDP, UNFPA and UNICEF. With the participation of international experts Ben Buckland and Eva Csergö, issues with regard to the current practices of the Armenian NPM, the policy of planning and making monitoring visits, the experience of preparing reports and elaborating recommendations aimed at solving raised issues, as well as the follow-up processes to these recommendations were discussed.

The participants of the training have also raised practical issues; as a result of experience-exchange activities with international experts, they highlighted some inconsistencies of the domestic legislation with international standards and discussed possible ways of solving them.
