The Committee of Ministers of the Council of Europe published the special submission of the Human Rights Defender on the ECHR judgement

During the session held in March 2019, the Committee of Ministers of the Council of Europe discussed the implementation of the European Court of Human Rights judgement on Ashot Harutyunyan v. Armenia case.

 

As a result of the discussion, the Committee of Ministers in the adopted decision separately touched upon the special submission of the RA Human Rights Defender on the execution of the mentioned judgement.

 

It is noteworthy that the special submission of the Defender has been officially published and put into circulation in all 47 member states of the Council of Europe, in accordance with the procedure established by the Rules of the Committee of Ministers for the supervision of execution of judgements and of the terms of friendly settlements.

 

The response of the RA government has also been presented to the Committee of Ministers, in which the importance of the special submission of the Defender and the concrete proposals presented therein in the process of effective execution of the judgement was highly appreciated.

 

As a reminder, for the first time during the activity of the Human Rights Defender's institution, Arman Tatoyan provided a special position to the Committee of Ministers of the Council of Europe on the implementation of the judgment of the European Court of Human Rights in respect to Armenia.

 

The Defender considers important the ongoing work with the Council of Europe Committee of Ministers, the Directorate General for Human Rights and Rule of Law, as well as with the Council of Europe Office in Yerevan.

 

It is crucial for the implementation of international human rights standards, particularly the jurisprudence of the European Court, in the practice of law enforcement and the national legislature.

 

The Armenian National Human Rights Institution will continue participating in the execution of the European Court judgments in cooperation with the competent state authorities and civil society partners.
