An unannounced visit to Nubarashen Penitentiary Institution: private interviews were held with persons on hunger and water strike

Based on the complaints addressed to the Human Rights Defender, on February 14 by the assignment of Human Rights Defender a visit was conducted to Nubarashen penitentiary institution of the Ministry of Justice.

 

Private interviews have been carried out with persons deprived of liberty, including five persons on hunger strike.

 

The representatives of the Human Rights Defender had interviews also with Armen Ter-Sahakyan and Aram Khachatryan, sentenced to life imprisonment, who started a hunger strike indefinite since February 12. They complained about the early conditional system release, raised issues within the competence of the Ministry of Justice. They were under medical supervision and had no complaint on their health state: their arterial blood pressure and heartbeat were measured. As a result of the examination of medical documents it was recorded that Aram Khachatryan's arterial blood pressure was low during the hunger strike.

 

At the penitentiary institution the representatives of the Defender carried out private interview with Karen Eghiazaryan who was on hunger and water strike. The latter refused to eat and drink since February 12. His claim was connected to his criminal case.

 

Karen Eghiazaryan refused medical examination and did not present any complain about his health state, however, after the examination of his medical documents, it was clear that he has accompanying diseases and need constant medical supervisor. Two other persons deprived of liberty started hunger strike since February 11.

 

Medical documents, as well as medical cards of persons on hunger strike were examined. The issues with regard to their health condition and medical supervision over them was discussed with the medical personnel of the penitentiary institution.
