Human Rights Defender Starts Examining Convicts’ Application on having been Subjected to Violence

On June 15, the RA Human Rights Defender’s Staff received reports that one detainee and three convicts of the “Nubarashen” Penitentiary Institution under the RA Ministry of Justice have been subjected to violence and ill-treatment by the employees of the same Penitentiary Institution. Reports on the above mentioned incident have been disseminated by mass media, as well.

 

On the same day the representatives of the Human Rights Defender’s Staff visited the Penitentiary Institution and had private conversations with the above mentioned persons held in custody. During the private conversations these persons also noted that they had been subjected to violence, presented details on medical treatment received after the violence, as well as submitted a corresponding application. The representatives of the Human Rights Defender also studied the corresponding documents tailored at the Penitentiary Institution.

 

On the base of a thorough study of the issues raised in the application and information presented to the Human Rights Defender during the private conversations, a decision was made to start examining the application. Within the scope of the examination, with the aim of examining the issue in line with the procedure envisaged by the RA Criminal Procedure Code, the above mentioned information along with the application submitted by the persons held in custody was sent to the RA Prosecutor General’s Office for conducting an examination into it in line with the procedure envisaged by the RA Criminal Procedure Code.
