The analysis of the work of the Human Rights Defender over the past two years shows that in 2018 the effectiveness of the Defender’s work has increased threefold. In this case, the analysis was based on the discussions of the individual complaints addressed to the Defender falling within his mandate, as well as on the results of the activities undertaken with regard to the systemic issues.
In particular, the comparative data on individual complaints falling within the Defender’s mandate for the last five years are as follows: in 2016, the number of positively resolved complaints was 444, in 2017, that figure has doubled to 845, and only for the first seven months of 2018 the number was 840.
The results of the activities undertaken with regard to the systemic issues also been significantly increased. Particularly, draft legislative packages envisaging fundamental changes were developed based on the Defender’s recommendations and reports, a number of legislative drafts are officially processed.
By-laws based on the Defender’s recommendations, as well as action plan aimed at implementing them have been adopted. With the staff of the Constitutional Court, draft laws with a view to implementing the court decisions were developed and are officially processed as well.
Such an increase of work effectiveness is conditioned by the new principles of the Law on the Human Rights Defender, the effective cooperation with state bodies, civil society and international partners, as well as by the high level of professionalism.
The Human Rights Defender will continue to consistently work towards the implementation of recommendations, working together with all partners.
