In 2017, the Human Rights Defender’s Office recorded gross violations in psychiatric institutions during unannounced visits, particularly, cases of improper restraining of patients not envisaged by the law, expired medications, and negligent, erroneous or incomplete medical records related to the control and disposal of medication. Violations have also been registered in the insurance of adequate nutrition, the lack of unification of laboratory tests, and other issues. There is no proper control system in the sector as well as no clear division between the functioning bodies, which result in practical problems.
